NEW TRAFFIC RULES & ENFORCEMENT POLICY EFFECTIVE 06/03/2016

Dear Resident,
The New Traffic Rules and Enforcement Policy was rolled out last Friday, June 3rd. The Board and Security Committee have been reviewing the community’s needs as it relates to traffic enforcement, thus the Traffic Rules and Enforcement Policy was established.
Below is a summary of the new Traffic Rules and Enforcement Policy with the most notable change being removal of the first violation warning provision. A review of tickets issued in the last year revealed problems with tracking, increased administrative costs, and most importantly abuse of this policy resulting in difficulties with enforcement. Furthermore, the former policy only encompassed fines for speeding while the new policy allows the community to enforce its existing rules and to fine offenders for traffic and other violations occurring within the community.
The majority of the rules within the policy are violations consistent with state and local laws. The rules specific to Royal Oaks have generally been in place since the beginning of the community.
Below is a summary of the rules:
In addition, a formal appeal process has been implemented so that residents receiving a fine can appeal that decision. A 2 week grace period ending June 17th was put in place to allow residents time to review the rules before the new fine policy is observed. During this grace period, tickets will be issued as per the new policy but fines will be administered as per the current policy. The 2016 Annual Meeting will be held on Wednesday, April 6, 2016 after 7:00 pm with registration beginning at 6:30 pm at The Royal Oaks Country Club. There are two Board seats available at this time. The elected Members will serve a two year term. Each lot is allowed to vote on two candidates, one per each available seat. Your vote is very important so we ask that you please review the candidate information carefully and make your decision.
Remember, your attendance in person, by absentee ballot, or by proxy is vital to establish quorum and in order for business to be conducted. Please make sure that you are represented and do not hesitate to contact the management office with any questions you may have. In recent months, the Landscaping Committee had several residents ask whether it was possible to plant a tree within Royal Oaks honoring a loved one. Memorials are at the heart of recognizing family members and friends whom we have loved and admired. We felt this was a wonderful suggestion and the Landscape Committee worked diligently with Silversand Services to research tree and bench offerings, placement and pricing.
We are happy to announce that thanks to the Landscape Committee’s hard work Royal Oaks RCOA will launch a memorial program allowing current and former residents of Royal Oaks RCOA to make a living memorial of a beautiful tree, or alternatively a park bench for a loved one at a carefully chosen location.
Tree offerings are 45 Gallon Shumard Oak or 45 Gallon Crape Myrtle each priced at $1100.00. The cost includes the tree of choice, disease/fertilizer treatment, 1 year warranty if the tree needs to be replaced, tree bubbler as needed, staking and a commemorative plaque placed adjacent to the tree naming the honoree and donor.
If a tree isn’t your preference, you can donate a park bench. The benches are made of a durable recycled plastic and will have a commemorative plaque on them as well for a cost of $1000.00. Several locations have been identified as wonderful settings for park benches, providing a nice place to sit and visit, while adding to the beauty of Royal Oaks.
We would also like to give special thanks to resident and Landscape Committee member, Karen Shewbart and Mel Reist, Silversand Services for putting this together. The program will be administered by our HOA Management team and maintenance of the trees will be provided by Silversand Services. Notice of the 2016 Assessment and homeowner account statements have been mailed to all homeowners at the address on file. Your 2016 Resident Decals will be mailed to you at the address on file after management has received the following:
Once any required payment has posted and all required vehicle documentation has been received and processed we will mail your 2016 Decals within 5 business days. For your convenience the 2016 Residential Vehicle Form can be found below.
For residents interested in Preferred Guest Decals up to three (3) Preferred Guest decals will be available. The decals are $30.00 per Preferred Guest based on a calendar year (2016). In order for you to take advantage of this program, your HOA account must be current and cannot have a balance due of any kind. The Preferred Guest Decal Program information and Preferred Guest Decal Form can be found below.
